Reverse Auctions : Alert when vendor is outbid

Hi Experts,

We need to set an alert whenever a supplier is outbid.There is a check box for "Send me an alert when I am outbid "  when a vendor places a bid which is greyed out .

Can you please suggest how to enable it .Attached the screen shot highlighting the same.
